Comparison of House and Senate Health Reform Legislation

 

The Kaiser Family Foundation offers an interactive side-by-side comparison of the House-passed health reform legislation with the new Senate proposal.

 

The Foundation has updated its health reform resources to reflect provisions of the Senate leadership bill that was announced November 18 and is expected to be debated in the full Senate beginning the week of November 30.

 

Building upon the separate legislation approved by the Senate Finance and Senate Health, Education, Labor and Pensions Committees earlier this year, the bill is now featured in the Foundation's interactive side-by-side comparison tool, http://www.kff.org/healthreform/sidebyside.cfm, where it can be easily compared to the health reform bill approved by the U.S. House of Representatives on November 7.

 

The provisions of the Senate leadership bill have also been incorporated into the Foundation's interactive calculator, http://healthreform.kff.org/SubsidyCalculator.aspx, which helps to illustrate what assistance people would get with their insurance premiums if they purchase coverage on their own through an exchange or gateway under the Congressional health reform plans. The calculator provides a rough guide to examine the impact of the proposals on people who do not have employer coverage and are not eligible for Medicare or Medicare.

 

The Foundation also has released an issue brief, http://www.kff.org/healthreform/8022.cfm, that explains key elements of the Congressional Budget Office's estimates of the House-passed and Senate leadership reform bills in terms of how the bills would affect the federal budget and the health coverage that people receive.
